Open Enrollment for 2012 benefits begins on Monday, October 24, 2011 and extends through Friday, November 18, 2011.

There are several significant changes in heath insurance options for 2012. They are:

  • Blue Open Access Point of Service Network: The BCBS PPO and the HSA PPO are no longer an option. These plans are replaced with the Open Access POS and the HSA Open Access POS, which are the same benefits with a different Georgia network of providers. You should access the online network provider directory and select Blue Open Access POS to make sure that your providers are part of the open access network. 94% of the providers statewide are part of both the Blue Choice PPO and the Blue Open Access POS.
  • Consumer Choice Option Eliminated: The Consumer Choice Option did not attract much participation and will no longer be available.
  • New Enrollment into the BCBS and Kaiser HMO’s Frozen: If you are not currently enrolled in the Blue Choice HMO, you will not be able to enroll in it for 2012. If you are currently enrolled in the HMO and choose to switch plans, you will not be able to re-enroll in the HMO during 2012 and may not be able to re-enroll in subsequent years.
  • Pharmacy Benefits Managed by Medco: The BOR has selected Medco to manage the pharmacy benefits under the Open Access POS plans. An annual  out-of-pocket maximum has replaced the quarterly out-of-pocket maximum.
  • Health Savings Account Seed: The BOR will continue to seed the HSA accounts of employees enrolled in the HSA Open Access POS and making personal contributions to the savings account. The seed will be deposited into each participating employees account as a monthly match of the personal contributions. The maximum amount of the match will be $375 for single coverage and $750 for family coverage.

Blue Cross will be on the Macon campus on November 2 to discuss the provider network changes. Please review your open enrollment information and plan to attend one of the meetings on 11/2. Both meetings will be held in the Auditorium in the Mathematics building and will be at 10:30 AM and again at 1:30 PM.

Please take the time to thoroughly review your benefit options and dependent information prior to completing your enrollment by selecting the Benefits Tab after logging on to the Employee Self Service System at https://portal.adp.com/public/index.htm . You have from 10/24/2011 until 11/18/2011 to enroll in your benefits.

Dependent children up to age 26 are eligible to enroll in the BOR Medical Plans. Individuals may request enrollment for such children during this year’s Open Enrollment period. Enrollment will be effective January 1, 2012. To enroll dependents in coverage under the plans, documentation (birth certificate) verifying your dependents meet the eligibility definition is required. This documentation should be submitted to Human Resources within 30 days of adding your dependent children to your coverage.

If adding a spouse to your coverage, a copy of the marriage certificate should be brought to Human Resources within 30 days of the addition.

We also strongly encourage you to enter your beneficiary data, into the ADP system, to insure that the most recent data is on file.

Please note that if you do not enroll during this period, all of your 2011 benefits will roll to the 2012 plan year except your Flexible Spending Account (FSA) elections. If you are contributing to FSA for 2011, you must re-enroll for 2012. You will not have the opportunity to elect or change coverage until the next Open Enrollment Period unless you experience a qualifying life event.

Upon submitting your benefit elections, you will receive an on-line confirmation number. Your elections will remain in force until the end of the 2012 plan year. Again, please note that you will not have the opportunity to request any changes to your elections unless you experience a qualifying life event.
