Student Career Experience Program (SCEP)

Macon State College and Robins Air Force Base

Macon State College (MSC) and Robins Air Force Base (RAFB) are partners in an endeavor to offer qualified business majors a cooperative education opportunity through the Student Career Experience Program (SCEP).

Since January 2004, RAFB has hired 229 students into the program. Of those 229 students, 150 have been converted to full-time employment after completing 640 work hours and graduating with their BS degree at Macon State College. RAFB hires SCEP participants twice a year—usually in March and again in October.

As a result of Department of Defense mandated reductions in the FY 2012 budget, civilian funding across the Air Force is posing a significant challenge. Consequently, Robins AFB is experiencing a hiring freeze and will not be hiring any students spring semester 2012 as a part of the Student Career Experience Program (SCEP). The situation will be re-evaluated again in six months.

 

What is SCEP?
SCEP is a co-op program offered to both business and information technology students at MSC. Participants attend school at least part time and work at RAFB part time. Benefits of program participation are many.
When did SCEP begin?
Participants of the first co-op program began work in January 2004. Since that time, over 55 MSC students have participated in the program. Most all participants who complete the 640 required work hours and earn their baccalaureate degrees have been converted to full-time employees at RAFB.
Who is eligible to participate?

To be eligible, students must meet the following qualifying criteria at the time of application and SCEP selection:

  • Be currently enrolled at MSC
  • Be working toward a Bachelor's Degree in Information Technology or Business Administration (having completed at least 12 semester hours in the major)
  • Have an overall GPA of 3.0 or higher
  • Be at least a junior having completed at least one semester at MSC and a minimum of 60 credit hours in an accredited college recognized by the U.S. Dept. of Education
  • Possess no history of academic or disciplinary violations
  • Be a U.S. citizen
  • Complete degree requirements with 24-36 months after initial appointment into SCEP
How many hours per week do SCEP participants work and attend school?
SCEP participants have a flexible schedule. Students must enroll in a minimum of six credit hours per semester and work a minimum of 20 hours per week.
What is the pay for SCEP participants?

If you are a junior, you would be paid at the federal GS-04 grade level, or $12.36 an hour. If you are a senior, your pay would be at the GS-05 level, or about $13.83 an hour. In addition, the possibility exists that Robins Air Force Base will pay your Macon State tuition costs, up to $3,500 per year.

If funding and other considerations permit, after one year of co-op experience you will be offered a full-time position at the federal GS-O7 pay-grade level of $35,752 per year at Robins Air Force Base. After two years of successful performance at the GS-07 level, you can move up to the GS-11 pay grade level with an annual salary of $52,912.

What kind of work do SCEP participants perform?
Work responsibilities depend on the department or directorate in which the student is hired. MSC students are currently working in the following directorates: Logistics, Contracting, Personnel, Finance, and Information Technology. Details about these directorates and student responsibilities are explained at the information session provided by RAFB for interested students.

  • Tuition Assistance - Possible tuition assistance (maximum $3,500) available to seniors.
  • Promotion & Conversion Opportunities
  • Students will be promoted to the GS-05 level after successful completion of at least 320 hours of work in pay status.
  • Students who complete at least 640 hours of work experience and receive their bachelor's degree in business or information technology may be non-competitively converted to a career or career-conditional appointment (full-time position).
  • Upon conversion, students will be placed in a position at the GS-07 pay grade level with an annual salary over $34,000 per year. After two years of successful performance, students will move up to the target grade level of GS-11 with an annual salary over $50,000.
How does an MSC student get selected for participation in the program?
Qualified applicants will be notified via e-mail of new SCEP opportunities. An information session will be held by RAFB personnel to explain the program and answer questions. Interested students will then complete an application and submit a transcript along with other required documents. If all qualifications are met, an interview date/time will be scheduled.
